Most enterprises know where they want to go. The cloud is faster, cheaper, more resilient, more compliant. What they don't have is a path through the two things blocking the door.

Legacy apps that won't run on a modern OS.

The applications you can't afford to retire are often the ones bound to Windows Server 2003, 2008, 2008 R2, 2012, or desktop versions like XP, 7, 8 and 10. They run perfectly today, but they will not run anywhere supported tomorrow.

Rewriting is expensive, slow, and often impossible, the source code may be gone, the original developers long retired. Lift-and-shift just relocates the problem.
